San Francisco ( ; ), officially the City and County of San Francisco, is the commercial, financial, and cultural center of Northern California. The city proper is the fourth most populous city in California, with 808,437 residents, and the 17th most populous city in the United States . In United States local government, a consolidated city-county is formed when one or more cities and their surrounding county ( parish in Louisiana, borough in Alaska) merge into one unified jurisdiction. As such it has the governmental powers of both a municipal corporation and an administrative division of a state. The San Francisco Board of Supervisors is the legislative body within the government of the City and County of San Francisco. Government and politics The City and County of San Francisco is a consolidated city-county, being simultaneously a charter city and charter county with a consolidated government, a status it has had since 1856. Since it is the only such consolidation in California, it is therefore the only California city with a mayor who is also the county executive, and a county board of supervisors that also acts as the city council.
